SALARY INFORMATION
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective July 1, 2022 – 3.5% increase

OC Animal Care promotes responsible pet ownership, health and safety of people and animals, and spay/neuter programs. OC Animal Care provides temporary shelter and medical care for "lost" owned or stray animals and opportunities for adoption of these animals.

THE OPPORTUNITY
Animal Control Officer Trainee under close supervision in a training capacity to learn County and State laws and policies concerning the care, treatment, impoundment and quarantines of animals; to learn how to enforce the licensing, vaccination and animal regulation program of the county in the field; and to do other work as required.

This is a trainee level classification for Animal Control Officer. Successful completion of twenty-six weeks of probation and departmental training as an Animal Control Officer Trainee and passing the Animal Control Officer Trainee final assessment to the satisfaction of the department will result in promotion to Animal Control Officer, with an additional twenty-six weeks of probation. Incumbents who fail to promote to the classification of Animal Control Officer will be subject to termination of their trainee status and/or employment with the County of Orange.

Additional duties and responsibilities include, but are not limited to, the following:

  • Promote compliance with County and State laws that pertain to the field of animal care and control
  • Interact safely and professionally with the public during in occasionally hostile or tense situations
  • Prepare written reports and other materials in a legible, concise and accurate manner for potential court cases
  • Interact safely and professionally with healthy, sick or injured domestic, wild and exotic animals
  • Investigate and document reports of animal cruelty or neglect, amongst emotional and sometimes disturbing situations.
  • Investigate animal bites and reports of aggressive animals
  • Safely and effectively secure a variety of domestic and wild animals in a variety of circumstances
  • Assist other officers by receiving and dispatching calls for service.
  • Educate the public on County and State laws, animal care standards, and responsible pet ownership
  • Rescue animals from situations or circumstances which could endanger their health or well-being
  • Testify in court or administrative hearings as needed
  • Pick up and remove deceased animals from public and private properties.

Work Assignments: Assignments in this classification may involve a variety of placements such as field work, office work, coverage in our dispatch unit/call center, or assisting other sections of OC Animal Care such as the kennel, veterinary, or clerical units, as determined by the business needs of the department.

Work Schedule: The standard work schedule of this assignment will consist of rotating assignments five days per week, 8 hours per day. There are some assignments which work a four day per week, 10 hour per day schedule. Shift schedules generally rotate every four months. OC Animal Care provides service 24 hours per day, 365 days per year. Field Services currently has four primary shifts providing continuous staff coverage throughout the day and overnight, although other assignments may be assigned or available. Incumbents should be prepared to work rotating shifts, including days, nights, weekends and holidays on a five day per week, 8 hour per day schedule, or other schedule as assigned. Incumbents may be drafted for mandatory overtime in the event of an emergency, disaster, or during periods of unexpected staffing shortages.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
In addition to the experience and training stated in minimum qualifications, the successful candidate will possess 6 months experience working or volunteering in a position that deals with the handling of animals.  The successful candidate will also possess knowledge and/or experience in the following core competencies:

Technical Expertise

  • Training, knowledge or experience in the care and maintenance of domestic or wild animals.
  • Training or work experience in an animal shelter, humane society, or animal control environment.
  • Knowledgeable and skilled in working with computers and computer programs such as Microsoft Word and Outlook and is able to read, understand, and implement academic material.
  • Strong writing skills and the ability to deal with conflict.
  • Possess a good driving record.

SPECIAL QUALIFICATIONS
Powers of Arrest: Assignments in this classification are responsible for issuing citations for violations of animal care and control regulations. Candidates must be able to obtain a certificate of successful completion for California Police Officer Standards and Training (POST) Course, Penal Code 832 Laws of Arrest, by completion of the probationary period. Note:Some criminal convictions may preclude persons from completing these requirements. Must be able to comply with California Penal Code 13511.5 regarding the clearance required to complete the PC 832 Laws of Arrest course.

Tranquilization/Humane Euthanasia: Assignments in this classification require incumbents to perform or assist with the tranquilization/humane euthanasia of sick or injured animals; or animals which are unable to survive on their own. Incumbents must maintain the ability to legally possess, utilize, and transport-controlled substances for humane euthanasia and tranquilization. Incumbents are required to successfully complete training in compliance with California Business and Professions Code §4827(d) in order to obtain a certificate to perform humane euthanasia in the State of California, by completion of the probationary period. Incumbents are required to successfully complete training in compliance with the California Code of Regulations §2039.5 in order to legally transport and utilize controlled substance for humane euthanasia and tranquilization in the State of California, by completion of the probationary period. Note: Some criminal convictions may preclude applicants from legally possessing, utilizing, and transporting controlled substances. A criminal history check, in the form of a state and federal Live Scan, in compliance with California Penal Code §597.1, is required to ensure an incumbent is legally able to utilize and possess tranquilizing/euthanasia drugs, which contain a controlled substance.

Background:Must pass a background investigation to the satisfaction of the County of Orange.

PHYSICAL, MENTAL, ENVIRONMENTAL AND WORKING CONDITIONS
Physical and Mental Requirements
Body mobility to walk and run on uneven ground, climb stairs, bend, twist, reach, kneel, squat and crawl to catch animals; strength to hold, lift, push, pull and/or carry a large animal weighing up to 75 pounds for 50 feet into a vehicle compartment or cage; upper body strength to retrieve and lift animals in a variety of situations; stamina to drive for extended periods of time; stamina to enter and exit a vehicle several times in one day, in all forms of weather conditions; manual dexterity to hand write logs and reports and use a computer keyboard; vision sufficient to read standard text and fine print, a computer screen and see animals at a distance and distinguish colors; hear and speak well enough to converse with the public, use a two way radio and work with animals safely.

Environmental and Working Conditions
Will be required to work with and around animals in an environment where animals are kenneled and may be humanely euthanized; work outside in all weather conditions; work in a dusty, loud and/or malodorous environment; work around animal dander and commonly used pet chemicals such as flea medications; handle/restrain injured, sick, and deceased animals; dependent on the environment, incumbents may be required to wear a respirator.

Respirator
In compliance with California Code of Regulations, Title 8, §5144, Respirator Protection, incumbents will be required to utilize a respirator for certain aspects of their job duties to protect against odors, harmful respiratory contaminants, or particulates. Incumbents will need to be able to work in a moderate to heavy physical capacity while wearing the respirator. Incumbents will need to pass a respiratory equipment fit test with Orange County Employee Health Services to ensure proper sizing and protection.

RECRUITMENT PROCESS

Written Exam | Multiple Choice (Weighted 100%)

Candidates who meet minimum qualifications will be invited to participate in a multiple-choice exam consisting of job-related questions. Candidates will be notified of their test date and access code, if applicable. Only the most successful candidates will be placed on to the eligible list.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
